Overview of Project

GLOBAL SERVICES SECTOR

The Global Services Sector (GSS) Project is a 5-year project funded by the Inter-American Development Bank that seeks to provide Jamaicans with access to training and better jobs in the global services sector, namely in knowledge process outsourcing, information technology outsourcing and business process outsourcing.

The GSS Project is supported by our beneficiary partners, JAMPRO, the Ministry of Education Youth and Information, the HEART/ NSTA Trust and the Global Services Association of Jamaica (GSAJ).

The GSSC, established in 2019, has a mandate to identify and articulate the sector’s skills needs, engage employers in skills development and influence skill policy. It is an industry-led, cross-sectoral body that provides advice and supports the implementation of vocational education and training policies for the Global Services Sector.
Jamaica is the first in the region to develop a Digital Skills Curricula. This and the Enhanced Job Readiness will be incorporated in high schools. The curricula serve to support the workforce for the digitization of the industry, which has become even more necessary with the COVID-19 pandemic, and as the world embraces more digital-based roles.
Under the Enhanced Job Readiness Curriculum, 500 instructors were trained by the Vocational Training Development Institute (VTDI) as part of the Train-the-Trainer Programme in 2021. Designed for persons who are desirous of working as trainers in the Global Services Sector, the programme provides participants with the comprehensive knowledge needed to develop training sessions that directly align with industry standards.
The Apprenticeship Programme was successfully launched with a pilot programme in 2020 and enrolment has grown from 143 to 1800 to date. The 2022 programme is underway with over 900 apprentices. The programme features a rigorous curriculum to upskill apprentices to Supervisory Management and Leadership & Management levels
An extensive Consultancy to Develop Recommendations for Legislative & Regulatory Changes for Specific Service-Related Industries within Jamaica’s Special Economic Zone Regime was conducted with the objective of developing clear definitions and policy recommendations, that will allow for the creation of a differentiated regime for defined service-related industries within the context of the existing Act and Regulations that govern the Special Economic Zone Regime. This resulted in 24 recommendations to support the SEZ framework for the Services Industry.
